For the purposes of this subchapter, the term:

(1) "Applicant" means an individual who has filed an application for employment with a public employer or who has filed an application or made a verbal request to serve in a volunteer position with a public employer.

(2) "Covered position" means a position in which a criminal background check is required by law.

(3) "Public employer" means the District government.

Law 18-340, the "Returning Citizen Public Employment Inclusion Amendment Act of 2010", was introduced in Council and assigned Bill No. 18-826, which was referred to the Committee Government Operations and the Environment. The Bill was adopted on first and second readings on December 7, 2010, and December 21, 2010, respectively. Signed by the Mayor on January 12, 2011, it was assigned Act No. 18-685 and transmitted to both Houses of Congress for its review. D.C. Law 18-340 became effective on March 31, 2011.
