No pawnbroker shall sell a pawn or a pledge until the pawn or the pledge has remained 6 months in the pawnbroker's possession, unless by consent in writing by the pawner.

Law 5-137, the "Pawnbroker Industry Improvement Act of 1984," was introduced in Council and assigned Bill No. 5-362, which was referred to the Committee on the Judiciary. The Bill was adopted on first and second readings on September 12, 1984, and October 9, 1984, respectively. Signed by the Mayor on October 25, 1984, it was assigned Act No. 5-195 and transmitted to both Houses of Congress for its review.
