The Bill was adopted on first and second readings on December 4, 1984, and December 18, 1984, respectively. Approved without the signature of the Mayor on January 11, 1985, it was assigned Act No. 5-262 and transmitted to both Houses of Congress for review.

Law 6-15 was introduced in Council and assigned Bill No. 6-141, which was referred to the Committee of the Whole. The Bill was adopted on first and second readings on May 14, 1985 and May 28, 1985, respectively.
