The Bill was adopted on first, amended first and second readings on June 28, 1977, July 12, 1977 and July 26, 1977, respectively.     Law 4-40 was introduced in Council and assigned Bill No. 4-2, which was referred to the Committee on Public Services and Consumer Affairs. The Bill was adopted on first and second readings on December 4, 1990, and December 18, 1990, respectively.     Inseverability of Law 9-91: Section 4 of D.C.
